Our Mission

Our mission: To promote access to quality and affordable health care for the uninsured, underinsured, and tribes.

Our scope: Washington State.

Our target population (customers): People who are at or below 200% of the federal income guidelines (FIG) who have no other coverage such as private or public insurance, along with American Indians and Alaska Natives.

Our strategy:

  • Promote access by providing funds to not-for-profit community clinics to assist them in delivering primary health care services to our customers.
  • Assist contractors in achieving operational effectiveness and efficiency.
  • Promote stability and expand the network of community clinics to foster continuity of care.
  • Identify opportunities for improving relationships between the Health Care Authority (HCA) and Washington tribes.

Our program:

  • Is comprised of primary health care and tribal program areas.
  • Provides approximately $9 million per year in dental and medical funding to community clinics.
  • Provides funds to 31 clinics (varies each year) that have more than 120 delivery sites.
  • Helps pay for services for more than 180,000 sliding-fee patients at the community clinics who are at or below 200% of FIG with no insurance.
  • Collects, analyzes, and distributes health-related data supplied by the community clinics.
  • Coordinates and manages relationships among the HCA and the Governor's Office of Indian Affairs, tribal entities, and tribal organizations.

What we do:

We assure health care access for more than 180,000 patients who are at or below 200% FIG with no insurance by:

  • Working with communities and clinics to maintain and expand access for the uninsured and underinsured.
  • Conducting technical site visits to monitor contract compliance and to provide assistance as needed.
  • Partnering with private organizations, governmental agencies, and others to minimize health care barriers and enhance quality of health care for all.

We coordinate and manage relationships between the Health Care Authority (HCA) and tribes by:

  • Working with the Governor's Office of Indian Affairs, tribal entities, and tribal organizations to minimize health care barriers and enhance quality of health care.
  • Collaborating with tribes and tribal entities to identify opportunities for partnerships in HCA program areas.
